Your brain, while quite capable...
"Your brain, while quite capable of performing many tasks, is still recovering from the ardor of your last skill learning. Please let your neural receptors rest for up to a minute before training again."
This message, while unfortunate, does not have any effect on your skill training as such. If it persists after a few minutes, it means that you in fact have a skill in training, but a graphical bug isn't letting you see that skill. Training progresses and normal, and you will be able to switch skills in a few hours, downtime at the latest, or when the skill completes. No points are lost due to this bug.
